Tier 1: Awards grants of £1,000 to £5,000 to individual artists and collectives working on climate-related projects and proposals.
Tier 1 Eligibility Criteria
Applicants must be based in (as a citizen or long-term resident of) an eligible country at the time of application.
Countries eligible: Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya , Morocco, Occupied Palestinian Territories, Oman, Qatar, Saudi Arabia, Syria, Tunisia, Yemen.

- Applicants should demonstrate that they are active in and committed to their local creative communities
- Applicants should demonstrate integrity of purpose and originality of thinking in their work in general and in the projects they are proposing
- Applicants should prioritise sustainable practices in their proposals, aiming for their projects to minimise environmental impact and work toward carbon neutrality.
- If applicants have received any previous British Council funding, this application must be a new and unrelated proposal/project
The committees will consider:
- The nature of the project (whether the production or completion of a body of artworks/film/performance, piece of research or writing, curatorial or research paper for an exhibition, project and so on) – its integrity, originality and feasibility
- Adherence of the project to the eligibility criteria, theme and focus of Anhar as a programme specifically designed to address the climate crisis
- Plans for public engagement in the project (for e.g. where would the project be shown, opportunities for public programming around the project, who the target audience might be)
- The impact a grant would have on the practitioner’s ability to carry out the specific project
- Clarity of the written request and quality of supporting documents
- Whether the budget requested is appropriate for the project; Anhar aims to award as many projects as possible and appreciates applicants requesting an appropriate amount of funding between £1,000 to £5,000

Tier 2: Awards grants of £5,000 to £10,000 to cultural organisations to reduce their carbon and waste footprint through the development and implementation of a decarbonisation strategy, including material works and investments in renewable energy infrastructures.
Tier 2 Eligibility Criteria
Organisations must be based in one or more of the following countries at the time of application: Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Morocco, Occupied Palestinian Territories, Oman, Qatar, Saudi Arabia, Syria, Tunisia, United Arab Emirates, Yemen.
- Applicants should demonstrate that they are active in and committed to their local creative communities
- Organisations must have completed at least two full years of public operation. This means they have been open to the public for at least two years — not counting any closures due to the Pandemic or damage due to Force Majeure incidents
- Annual financial reporting that can be shared upon request
- If applicants have received any previous British Council funding, this application must be a new and unrelated proposal/project
The committees will consider:
- The technical feasibility of the proposal, particularly in regards to fit outs and infrastructural works, and local suppliers
- The extent to which the project would aid the organisation in reducing its carbon footprint and waste and/or patterns of consumption
- Whether the grant would enable the full implementation of the proposed changes/studies or whether additional funding would be required
- The engagement of the organisation in the local community, the accessibility of its public programming and its long-term financial and organisational sustainability
- Shortlisted Tier 2 applicants may be invited to a second phase of proposal development with advice from decarbonisation experts ahead of the final selection.

Tier 3: Awards grants of £25,000 to £50,000 to support collaborations between the UK and MENA cultural or academic organisations, networks or platforms seeking to develop a large-scale artistic response to the climate emergency, and engaging artists or creative practitioners with at least one component of the project taking place in an eligible MENA country.
Tier 3 Eligibility Criteria
- Applications must have at least one partner in the United Kingdom and one partner in the MENA region at the time of application. Applicants must be based in their respective country at the time of applying and for the duration of this project.
Eligible MENA Countries: Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Morocco, Occupied Palestinian Territories, Oman, Qatar, Saudi Arabia, Syria, Tunisia, United Arab Emirates, Yemen.
- Applicants should demonstrate that they are active in and committed to their local creative communities.
- Applicants should demonstrate integrity of purpose and originality of thinking in their work in general and in the projects they are proposing.

- Plans for public engagement in the project both in the UK and MENA region (for e.g. where would the project be shown, opportunities for public programming around the project, who the target audience might be, expected outreach).
- Clarity of the written request and quality of supporting documents.
- Whether the grant would enable the full implementation of the proposed project or whether additional third-party funding would be required.
- The financial sustainability of the main applicant organisation.
- Indicators pointing at exchange of expertise, knowledge-building and overall cross-pollination between UK and MENA-based platforms.
